"HPA is a long overdue addition to the assurance framework which paramedics currently have the luxury of with the HCPC.

This registration will have a number of benefits from a safeguarding perspective, it will enable patterns of behaviours and possible trigger episodes to be identified; these may be incidents which in isolation may not raise serious concerns, but when seen within the context of a history take on different significance. Perpetrators of abuse are known to move locations in an effort to hide their behaviours so this will definitely be a massive positive step to safeguarding vulnerable people.

The ability to see what (if any) complaints have been received about an individual will ensure that a more robust approach to risk assessing them for any given role will be possible and it will also give those who receive compliments a platform to promote themselves.

I would be really interested in seeing this introduced and promoted within the Trust (and further afield), I think it will be popular for all non HCPC registered staff."

“HPA is an extraordinarily well thought through tool to manage our non-statutory registered staff and provide assurance that we are engaging not only organisations but staff who are safe to care for our patients. This will help greatly with our monitoring of our PAP staff, ensuring that their practice remains safe.

From a recruitment perspective, it allows us to work closely with the PAP team when recruiting staff who have worked with private providers to ensure that we are recruiting safely. This gives live referencing from a variety of organisations ensuring WTD is complied with and will provide reassurance for our continued use of PAPs. There is also great potential for this to be used for our current staff within the Trust both for recruitment and continuous clinical development.”

 “The registration of Paramedics occurred in 2000, but while this was a key development the importance and value of which cannot be overestimated, it was only a partial solution to assuring the credentials of ambulance clinicians and others working in the pre-and-out of hospital arena.

In the period since Paramedic registration, with Paramedics joining the ranks of Allied Health Professions, progress to address the wider range of staff who have clinical patient contact nationally has been slow.  Other countries, notably the Republic of Ireland devised processes to encompass all such staff, but despite occasional suggestions to consider wider ‘registration type’ activities from time to time, including in the NHS Foster Report, there has been no really meaningful progress.

With the arrival of HPA the situation has changed and for the first time a more coherent approach is now possible, one which will allow a higher degree of scrutiny and thereby contributing to the patient safety agenda.  Many practical advantages and benefits derive from the application of HPA and it can be expected to be a very useful tool in multi-organisational working, for example between the NHS Ambulance Service and the Private and Voluntary Sector.  I therefore believe that it is a positive, timely and useful development”

In addition HPA will provide the team with a platform to share genuine and important safeguarding information with other Trusts, to ensure that the high standard of patient care the Trust strives to provide to our communities with can be more easily replicated within other Trusts throughout the UK.”


Driving Standards:

"The  HPA Registry has the facility to create a high-speed drivers database to assist the Trust in compliance with the forthcoming legal requirements for a section 19 register. Driving Standards supports this initiative being adopted by the Trust as a requirement for all external ambulance service providers."
